IPMA URGES MEMBERS TO PROMPTLY ADOPT KBLI 2025 FOR SIINas REPORTING

KBLI 2025 is now being implemented in industrial licensing and reporting systems. IPMA members are urged to update their company data and complete the SIINas Report for the Second Quarter of 2026 no later than July 25, 2026.

The implementation of the 2025 Indonesian Standard Industrial Classification, or KBLI 2025, has become an important matter for industrial companies. Following the KBLI 2025 implementation briefing conducted by the Ministry of Investment/BKPM and the Ministry of Industry on July 10, 2026, companies are required to promptly update their KBLI version and data in licensing and reporting systems, particularly the National Industrial Information System (SIINas).

Key deadline: The SIINas Report for the Second Quarter of 2026 must use KBLI 2025 and be submitted no later than July 25, 2026.

KBLI 2025 Is Mandatory for the SIINas Report for the Second Quarter of 2026

The government has begun implementing KBLI 2025 across various licensing and reporting systems. Although the KBLI number for some companies may remain unchanged, the classification version must still be updated to KBLI 2025 for administrative and reporting purposes.

Before submitting the SIINas Report for the Second Quarter of 2026, companies must ensure that all company data has been updated. The use of KBLI 2025 is mandatory for this reporting period, while the submission deadline has been extended to July 25, 2026.

Conversion Does Not Require Prior Amendment of the Company Deed or AHU Records

One of the key points emphasized during the briefing was that the conversion to KBLI 2025 in SIINas does not require companies to wait for amendments to their Company Deed or General Legal Administration (AHU) records. Licenses that still use KBLI 2020 remain valid during the transition period.

Companies may therefore complete the conversion and reporting process before finalizing amendments to their company deed through a notary. This measure is expected to help companies fulfill their reporting obligations within the applicable deadline.

SIINas Data That Must Be Updated

Under the Company Data menu in SIINas, companies are required to update the following four categories:

  1. Licensing
  2. Business Activities
  3. Production Capacity
  4. Machinery and Equipment

Once the data has been updated, the system will display the available KBLI 2025 options based on the mapping provided by the government. Companies should carefully review the description of each code to ensure that the selected KBLI accurately reflects their actual business activities.

Review Changes in KBLI Mapping

The mapping from KBLI 2020 to KBLI 2025 may result in several possible conditions:

  • The KBLI number remains unchanged, but its version changes to KBLI 2025.
  • The KBLI number changes to a new code.
  • One previous KBLI code is converted into several new KBLI codes (one to many).
  • Several previous KBLI codes are consolidated into one new KBLI code (many to one).

If the mapping results in more than one option, companies must select the KBLI code that most accurately reflects their business activities based on the KBLI 2025 descriptions. For cases requiring sector-specific interpretation, companies are advised to consult the relevant Sector Supervisory Directorate.

Anticipating OSS and SIINas Synchronization Issues

Several issues were frequently raised during the question-and-answer session, including KBLI codes not appearing in SIINas, unsuccessful KBLI conversions in OSS, NIB documents that do not yet display KBLI 2025, and notifications stating that the KBLI code still requires review by the relevant sectoral authority. Some businesses have also encountered difficulties processing Standard Certificates or PB-UMKU and experienced incomplete synchronization between OSS and SIINas.

To address these issues, companies are advised to:

  • Update the KBLI version in SIINas first.
  • Upload the Business License under the SIINas Licensing menu.
  • Complete the conversion under the Business Activities menu.
  • Seek assistance from the helpdesk provided by the Ministry of Industry or BKPM if technical issues arise.

IPMA’s Call to All Members

The IPMA Secretariat urges all members not to delay the adjustment process. The following six actions require immediate attention:

  • Review the KBLI codes currently registered for each company.
  • Study the KBLI 2025 mapping before beginning the conversion process.
  • Update Licensing, Business Activities, Production Capacity, and Machinery and Equipment data in SIINas.
  • Submit the SIINas report without waiting until the deadline approaches.
  • Contact the Ministry of Industry helpdesk if technical issues arise.
  • Coordinate with the IPMA Secretariat if members encounter common issues that need to be referred to the relevant government authorities.
