APCI Compliance Commitment

The Indonesian Paint Manufacturers Association (APCI) is committed to ensuring that all members conduct their business activities in full compliance with the laws and regulations of the Republic of Indonesia, national standards, and internationally recognized best practices.

Regulatory compliance serves as the foundation for maintaining product quality, protecting consumers, supporting environmental sustainability, and fostering a healthy and competitive business environment within the national paints and coatings industry.


National Regulatory Framework

The paints and coatings industry in Indonesia is subject to various legal provisions, including but not limited to:

1. Business Licensing

  • Law No. 11 of 2020 on Job Creation

  • Government Regulation No. 5 of 2021 on Risk-Based Business Licensing

All business entities are required to obtain a Business Identification Number (NIB) and fulfill licensing obligations according to their respective risk classification.

2. Standardization and Product Quality

  • Law No. 20 of 2014 on Standardization and Conformity Assessment

  • Mandatory Indonesian National Standards (SNI) as stipulated by the Ministry of Industry

Certain paint products subject to mandatory SNI must comply with quality, safety, and performance requirements prior to market distribution.

3. Environmental Regulations

  • Law No. 32 of 2009 on Environmental Protection and Management

  • Implementing regulations concerning hazardous waste (B3), emission standards, and pollution control

The industry is required to:

  • Properly manage hazardous waste (B3)

  • Control Volatile Organic Compounds (VOC) content

  • Fulfill environmental documentation requirements (AMDAL/UKL-UPL/SPPL)

4. Consumer Protection

  • Law No. 8 of 1999 on Consumer Protection

Producers must ensure:

  • Accurate and transparent product information

  • Adequate labeling and usage instructions

  • Product safety for end users

5. Fair Business Competition

  • Law No. 5 of 1999 on the Prohibition of Monopolistic Practices and Unfair Business Competition

APCI supports fair and healthy competition within the national paints industry.


International Standards and Best Practices

As part of the global supply chain, APCI encourages the adoption of international standards, including:

  • ISO 9001 – Quality Management System

  • ISO 14001 – Environmental Management System

  • ISO 45001 – Occupational Health and Safety Management System

  • Sustainability and responsible manufacturing practices


Commitment of APCI Members

Each APCI member is expected to:

  • Comply with all applicable laws and regulations

  • Implement consistent quality control systems

  • Provide Safety Data Sheets (SDS)

  • Develop environmentally friendly and low-VOC products

  • Uphold ethical business conduct and good corporate governance
