NATIONAL COORDINATION MEETING OF IPMA 2025: STRENGTHENING THE SOLIDARITY OF THE NATIONAL PAINT INDUSTRY

Tangerang, 5 December 2025 – The Indonesian Paint Manufacturers Association (IPMA) successfully held its 2025 National Coordination Meeting (Rakornas) on Friday, 5 December 2025, from 4:00 PM to 9:00 PM (WIB). The event took place at Shabu Baru by GIOI, located at Cartenzz Mall Ground Floor, Jl. Boulevard Il Lago, Gading Serpong, Tangerang, Banten, and was attended by IPMA members from various regions across Indonesia.

Rakornas 2025 served as IPMA’s annual strategic forum, bringing together all members on a national platform to consolidate efforts, evaluate progress, and discuss policy directions and future challenges facing Indonesia’s paint industry.


Organizational Accountability and Strategic Agenda

During the meeting, the IPMA Board presented its annual accountability report, covering various work programs, advocacy initiatives, and IPMA’s active participation in joint forums with ministries and relevant stakeholders.

Key agenda items included:

  • Expansion of IPMA membership to broader industry stakeholders

  • Increasing active member participation

  • Leadership regeneration within the association

  • Restructuring of the Permanent Advisory Board

  • Discussion on challenges and the future outlook of Indonesia’s paint industry

The meeting also reinforced organizational transparency through the presentation of the association’s financial report to all members.


Industry Developments and Government Policies

Through the Standing Committee on Industrial Development, several strategic issues were addressed, including investment trends in the paint sector, the influx of imported products, and the expansion of paint manufacturing facilities from China.

IPMA continues to strengthen synergy with the government through initiatives such as:

  • Company registration as partners of the Ministry of Public Works via SIMPK

  • Product registration under SDMPK

  • IPMA registration with LPJK

  • Coordination regarding the Negative Investment List (DNI)

In the housing sector, the government’s annual target of building 3 million houses under the Ministry of Housing and Settlement Areas (PKP) presents a significant opportunity for the national paint industry. IPMA has contributed to drafting paint selection guidelines integrated into the SIMAK Cat system.


Commitment to Sustainability and Environment

Through the Standing Committee on Environment, IPMA reaffirmed its commitment to sustainable industry practices. Key developments include:

  • The National Action Plan (RAN) toward a “Lead-Free Indonesia”

  • Establishment of a Technical Working Group (TWG) with the government, UNICEF, World Health Organization (WHO), and other stakeholders

  • Strengthening of the Green Industry Standard Certification (SIH)

The Green Industry Standard is projected to become mandatory in the future, focusing on restrictions of heavy metals (Pb, Cd, Hg, Cr VI), energy efficiency, greenhouse gas (GHG) emission management, and readiness for the Emission Trading System (ETS).

Several member companies have already obtained SIH certification for water-based paints, demonstrating the industry’s readiness to meet sustainability standards.


Strengthening Standardization and Local Content (TKDN)

The Standing Committee on Standardization reported that 43 Indonesian National Standards (SNI) related to paint products and testing methodologies are currently in place. Several proposed Draft National Standards (RSNI) for 2026 have also been submitted, including those for wall putty, alkali-resistant primers, water-based decorative paints, and mineral silicate paints for heritage buildings.

Regarding Domestic Component Level (TKDN), IPMA is advocating for revisions to the TKDN calculation method to facilitate manufacturers in achieving the minimum 25% threshold. The latest regulation, Minister of Industry Regulation No. 35 of 2025 concerning TKDN Certification and Company Benefit Weight (BMP), is also a key focus.


Human Capital Development and Paint School

IPMA continues to strengthen human resource development through:

  • Reactivation of the IPMA Newsletter

  • Webinars on BPJS Employment, Mental Health, Financial Clinics, and minimum wage issues (UMP/UMK)

  • Development of the Industrial Chemical Engineering – Paint Technology (Paint School) program

For the 2025/2026 academic year, 49 students are actively enrolled, with 121 applicants expressing interest. IPMA also supports guest lecturers from industry practitioners and laboratory equipment procurement through member donations.


Partnerships and Exhibition Participation

Throughout 2025, IPMA actively built collaborations and participated in various industry exhibitions and conferences, including Coating Show Indonesia, ASEAN Coatings Technology Summit, Inacoating 2025, and Pacific Coatings Show 2025.


Strengthening Industry Solidarity

Rakornas 2025 concluded in a warm and collegial atmosphere over a dinner gathering among members. The occasion reinforced IPMA’s commitment to remain a solid, professional, and adaptive industry association amid global dynamics.

Through Rakornas 2025, IPMA reaffirmed its role as the official representative of Indonesia’s national paint industry in addressing regulatory challenges, sustainability, standardization, and long-term industrial competitiveness.
